The icons are built in and never downloaded from outside. The only outside service the add-on ever contacts is Gumroad, and only to check a license key: your browser sends only the license key and the product ID — nothing about you or your files.

How to use
Open a file, then choose Extensions > Icon Picker: Icons for Google Slides™ & Docs™ > Open Icon Picker. Search for an icon, choose the color and size, and press Insert. In Google Docs™, place the cursor first (choose Extensions > Icon Picker: Icons for Google Slides™ & Docs™ in Google Docs™ as well).

If you are signed in to more than one Google account and the sidebar does not load, open the file in a window signed in to only one account.
