WHY NOT RAND()?

A sorted RAND() column is fine for picking a raffle winner. It is not a sampling method, it leaves no record of what you did, and it cannot stratify or take a fixed interval. When someone asks how the sample was chosen, "I sorted by a random number" is a weaker answer than "systematic, every fifth record".
