Municipio de Tampico transforms daily operations and public services with Google Workspace

To improve service delivery and rebuild public trust, Municipio de Tampico implemented a centralized request system using Google Workspace. In a short time, the city digitized its workflows, expanded coverage to underserved areas, and made digital tools a core part of daily municipal operations.

The Municipality of Tampico serves over 300,000 residents in one of northeastern Mexico's most important industrial and touristic cities, known for its strategic location and regional influence.

The Tampico government, under the presidency of Lic. Mónica Villarreal Anaya, launched a humanist transformation that began October 2024, supported by its Municipal Development Plan 2024-2027. This new model seeks to be more innovative and closer to the people. With the goal of elevating citizens' quality of life, the strategy focuses on the responsible use of resources, technological efficiency, and constant dialogue with the citizens. "We were in a hurry to solve problems and deliver results," says Lic. Mónica Villarreal Anaya. "We wanted to continue generating the trust we'd already built between citizens and our new government."

To modernize management, the administration implemented Google Workspace for all its administrative staff. "Google Workspace stood out as the platform that could drive this initiative," comments Omar Coronado, advisor to the Tampico municipal government. "We know the potential that Google has to solve problems in the short term, creating customized workflows without the need for additional infrastructure or complex software development." This decision was key to the team's innovation, as it integrates across workflows, optimizes communication, and enhances data security. The standardization of workflows significantly improves government efficiency, which helps the team streamline internal operations, improve interactions with citizens, and enhance the quality of public services.

The new administration also developed a custom project management application using AppSheet. This application consolidates all activities and initiatives of the Municipal Development Plan, allowing the team to monitor progress in a single place. Through various modules, the liaisons of each administrative unit send the necessary information to the Technical Secretariat of the municipality, so communications remain clear and open regarding project statuses. "This application is Tampico's digital compass, transforming government promises into measurable progress and aligning every action with the Plan and the needs of the citizens," states Alfonso Celestino, advisor to the Tampico municipal government.

A few months after taking office, this administration faced an inherited crisis: the collapse of public services, especially waste management. The leadership team needed a way to quickly respond to the growing number of citizen complaints while gaining visibility into municipal operations. Meanwhile, departments were operating in silos, using tools that hindered coordination. There was no central repository for citizen service requests or an integrated system to track, channel, or respond to operational issues.

Using Google Workspace and Google Cloud solutions, the Comprehensive Citizen Attention System (Sistema Integral de Atención Ciudadana) was designed — a platform created to channel and resolve everyday public service issues, such as broken streetlights, uncollected trash, or potholes. Residents now submit citizen reports through a smart chatbot from their phone or computer. Once the report is generated, the data is automatically displayed in the corresponding municipal department for attention. At the same time, directors have visual reports to prioritize high-volume areas and evaluate team performance.

Since implementing these digital solutions, the public's perception of the municipality of Tampico has notably changed. Initial reactions were conditioned by the difficult circumstances inherited at the beginning of the administration. As change has become visible — such as the acquisition of new trucks and the reorganization of critical services — citizen trust has begun to improve. Media outlets, which had previously focused on service failures, now acknowledge the administration's progress.

Looking ahead, Tampico's digital transformation is entering a new phase. The team is now working to connect information from all departments and use artificial intelligence to provide data for decision-making and citizen consultation.
