Google Voice Starter Additional Terms of Service

1. Introduction

  • If you are a business user, have a personal Google Account with a @gmail.com address, and are at least 18 years old, Google Voice Starter gives you access to premium Google Voice services and features (including customer support), as described in Section 2 (General Description). These services and features are for business use.

  • To use Google Voice Starter you must accept the Google Terms of Service ("Google TOS") and these Google Voice Starter Additional Terms of Service ("GVS Additional Terms"). The Data Processing Addendum ("DPA") will also be part of these GVS Additional Terms, as described in Section 4 (Privacy).

  • Please read the Google TOS and these GVS Additional Terms carefully. They establish what you can expect from us when you use Google Voice Starter, and what we expect from you.

  • These GVS Additional Terms take precedence over the Google TOS in relation to Google Voice Starter.

  • If you purchased Google Voice Starter as an add-on to Google Workspace, then these GVS Additional Terms do not apply to you, and your agreement for Google Workspace governs your use of Google Voice Starter.

  • These GVS Additional Terms only apply to Google Voice Starter. If you’re using any other Google products or services (through any Google Account), separate terms will apply and may identify a different Google contracting entity or service provider.

  • 2. General Description

  • Google Voice Starter allows you to use various features of Google Voice, as described at https://support.google.com/voice?p=about-voice-subscription

  • Google Voice Starter also allows you to access certain customer support services, as described in Section 5 (Customer Support).

  • 3. Your Relationship with Google

  • You are contracting for Google Voice Starter with the applicable Google Telephony Service Provider (or “GTSP”) listed in the Service and Telephony Provider List. When the Google TOS, these GVS Additional Terms, Google’s Privacy Policy (the "Google PP"), or the DPA refer to "Google," "we," "us," "our," or the "data controller," they mean that contracting entity in relation to your use of Google Voice Starter (even if the Google TOS or Google PP states otherwise).

  • 4. Privacy

  • When you use Google Voice Starter, then we will process the personal data you submit, store, send, or receive via Google Voice Starter, as a processor under applicable law, as described in the DPA. Learn more. In this case, you will also have important obligations under the DPA, so please read it carefully.

  • We also collect and process certain information as a controller under applicable law, as necessary to provide the services and to meet regulatory requirements, in accordance with the Google Telephony Services Privacy Disclosure. We encourage you to read the Google Telephony Services Privacy Disclosure (including the Google PP) to better understand how we protect other personal data related to your use of Google Voice Starter, including your use of customer support, as a controller under applicable law.  We will not provide your Google Voice number to directory services unless you request it or if we are required to by applicable law.

  • We may use non-Google third party subcontractors (or contractors, as applicable) ("Telephony Providers") and Google affiliates to provide Google Voice Starter, as described in the Service and Telephony Provider List. By using Google Telephony Services, you instruct Google (or our affiliates) to engage Telephony Providers to:

    • (a) route outbound and inbound telephone calls; and

    • (b) process your personal data as independent controllers or similar concepts as described under applicable law, in the countries in which they are located:

      • (i) to the minimum extent required for such routing; and

      • (ii) in accordance with applicable laws (including European data protection laws and telecommunications regulations).

  • Telephony Providers are not Subprocessors (as defined in the DPA).

  • If you use Google Voice Starter to record audio or video communications, you are responsible for obtaining the consent of all participants if required by applicable law or regulation.

  • You agree that we may send you service announcements, administrative messages, and other information related to your use of Google Voice Starter, as well as emails and device notifications associated with your subscription. Sometimes these service announcements will be automated. You may opt out of some of those communications.

5. Customer Support

  • Google Voice Starter includes customer support for Google Voice issues (including billing) related to this paid account. If customer support is unable to resolve your support issues, you may be transferred or redirected to another Google customer support service.

  • If your Google Voice Starter subscription is cancelled or suspended, your unresolved Google Voice Starter customer support issues may also be suspended, and you may need to start a new inquiry once you’ve reinstated your subscription.

6. Payment Terms

  • All payments are due in the currency stated on the order you place via our website (your "Order"). Payments are due at the end of each month during which you received Google Voice Starter. We’ll issue an electronic bill for all applicable fees and Taxes when due.

  • There may be charges for calls to or from certain locations based on usage, including payphones and areas within extended calling zones. There may also be applicable charges for any special or enhanced services you use. These usage costs are calculated using the then-current applicable Calling Rates.

7. Taxes

  • "Taxes" means all government-imposed taxes, except for taxes based on your or Google’s or Google personnel’s net income, net worth, asset value, property value, or employment.

  • You are responsible for any Taxes and must pay for your Order without any reduction for Taxes. If Google is obligated to collect or pay Taxes, the Taxes will be charged to you. You must comply with any and all applicable tax laws, including the reporting and payment of any Taxes arising in connection with your use of Google Voice Starter. The reporting and payment of any such applicable Taxes are your responsibility.

8. Price Changes

We may change the Google Voice Starter price(s) applicable to future billing periods if we give you at least 30 days’ notice of any price increase. These changes won’t affect the price(s) applicable to your current billing period. If you object to any price increase, you should follow the steps we’ll describe in our price increase notice to cancel your subscription. Unless you cancel in this way, the new price will take effect either (a) when payment for your next billing period is due; or (b) if we notify you of the price change less than 30 days before the start of your next billing period, when payment is due for the billing period after your next billing period.

9. Cancellation

  • You may cancel your Google Voice Starter subscription at any time, by visiting admin.google.com and following the steps detailed at https://support.google.com/a/answer/15627040 to initiate cancellation.

  • If you cancel, you’ll lose access to Google Voice Starter immediately and your bill will be prorated for the period of time during which your subscription was active. 

  • If you purchased Google Voice Starter with a @gmail.com account and are otherwise eligible, your account will be automatically downgraded to Google Voice (a free consumer offering), subject to the separate Google Voice Additional Terms of Service. Your access to other Google products and services won’t be affected.

  • Google may unassign your active Google Voice Starter number from your account upon being downgraded, however it will remain exclusively available for you to reclaim for up to 90 days. Additional unassigned numbers associated with your Google Voice Starter account may be released if they are not ported to another account or service provider before terminating or stopping use.

10. Disclaimer

  • Google Voice Requirements. Use of Google Voice Starter may require a separate broadband or mobile data connection and a device meeting minimum technical requirements. 

  • Outage Disclaimer. Google is not responsible for any disruption or failure of Google Voice Starter due to delays, outages, or disruptions in: (i) your data connection, (ii) Telephony Providers' networks, or (iii) the operation of your device. Using Google Voice Starter on mobile devices may use voice or data allowances purchased from your mobile network operator.

11. Google Voice Capabilities

  • Number Assignment and Availability. Where Google Voice Starter permits assignment of phone numbers, the following will apply:

    • (i) number activation may require Google to collect information required by applicable telecommunications regulations, including your service address and tax ID;

    • (ii) in some countries, the service address must match the area covered by the number to be assigned;

    • (iii) number activation may not be instantaneous upon request; and

    • (iv) inactive numbers may be removed from your account.

  • Number Porting. You may port existing numbers from other service providers to Google Voice Starter and may request that assigned phone numbers be released to another service provider, but you are responsible for (a) the accuracy of information you provide to Google; (b) the fees associated with porting a number, including fees associated with remaining numbers and plans; and (c) any fees owed to Google associated with a number up to when the number is successfully ported, to the extent permitted by applicable laws.

  • Caller ID. Google Voice Starter allows the display of Customer's Google Voice Starter number on receiving devices where technically possible. You may suppress the display of the number permanently or on a call by call basis. For technical or legal reasons, Google may not be able to suppress Google Voice Starter numbers in all cases, including calls to emergency services.

  • Number Blocking. Upon your request, Google will block or unblock the use of Google Voice Starter to call specific numbers, number ranges, or types of numbers (including value-added services) to the extent technically feasible.

  • 12. Limitations

  • Google Voice Starter may not:

    • (a) include operator assisted dialing and calls to short codes (additional fees may apply for these calls);

    • (b) support "collect" or "chargeback" calls; or

    • (c) support calls or connections to certain numbers, including, as an example, premium rate numbers.

  • 13. Google Voice Use Restriction

  • You will not provide access to, or otherwise enable use of Google Voice Starter by, individuals under the age of legal consent as determined by the applicable laws of the relevant jurisdiction. Google may suspend or permanently disable any accounts that are used by or provisioned to such individuals.

  • 14. Emergency Services

  • Two-way Dialing. Dialing to emergency services is supported by Google Voice Starter. IP-based telephony emergency dialing services have certain limitations and will function differently from traditional emergency dialing as described in the provisions below. The following terms apply to calls made to emergency services:

    • (a) Description of Emergency Dialing Service. If you use the two-way dialing features of Google Voice Starter, you are capable of calling and receiving calls from emergency services free of charge. Emergency services vary depending on your location. Depending on how you use Google Voice Starter, your call may be routed to a public safety answering point (“PSAP”), through your carrier, or to a national emergency services call center. When Google sends your phone number and address to emergency response operators, it will rely on the information you have provided to Google (see Section 14(d) (Customer Obligations) below). You may need to confirm your physical location and call-back number.

    • (b) Limitations on Emergency Dialing Service. The following limitations apply to the availability of the Google Voice Starter emergency dialing service: 

      • (i) the service may not be available in the event of an Internet or power outage or disruption; 

      • (ii) emergency calls may take longer to connect to the PSAP than traditional emergency services dialing, may produce a busy signal, or may not connect;

      • (iii) emergency calls may correctly connect to the PSAP, but your phone number or location may not automatically be transmitted and the emergency services operator may not be able to call back; 

      • (iv) emergency calls made while roaming may be routed to the local PSAP associated with your registered address; 

      • (v) if you are deaf, hard of hearing, or speech impaired you should call local emergency services directly using TTY or a telecommunications relay service, instead of 711 or a local equivalent; 

      • (vi) if you have multiple devices associated with their account number (1) return calls from the PSAP may not ring each associated device, and (2) the emergency operator may see a phone number that is different from your personal phone number; 

      • (vii) if you have disabled incoming calls, the PSAP may not be able to call back; 

      • (viii) if a call fails using Google Voice Starter, you may be directed to complete emergency calls using the native dialer on your device; and 

      • (ix) emergency calling is not available through this calling service if (1) using the inbound-only Google Voice Starter service, or (2) calls are directed through the voice network of your mobile carrier when using the native dialer on your device.

    • (c) Texting to Emergency Services. Texting to emergency services may not be supported by Google Voice Starter. Any text-to-emergency-services feature made available through Google Voice Starter may not be supported over a Wi-Fi network.

    • (d) Customer Obligations. With respect to Section 14(b) (Two-way Dialing), you are responsible for ensuring that your address registered within Google Voice Starter is the current physical address where you will use Google Voice Starter. Failure to provide current addresses may cause the wrong emergency response center to be contacted, and delay emergency response.

    • (e) Emergency Alerts. Emergency alerts may not be received via Google Voice Starter if devices are set to Wi-Fi only mode, or cellular service is not available.

    • (f) Disclaimer of Emergency Services Liability. To the fullest extent permitted by law, neither Google nor any of its Affiliates will have any liability under the Google ToS, GVS Additional Terms, or DPA (whether in contract, tort (including negligence) or otherwise) for damages of any type (including direct and indirect damages) arising under or in connection with the use or attempted use of Google Voice Starter to access emergency services, including but not limited to any inability to access such services, any delays in emergency service response, the conduct of emergency services response centers or operators, or inaccuracy of information provided to emergency services by Telephony Providers or other third parties engaged by Google or its Affiliates to facilitate the provision of emergency services access.

  • 15. Suspension and Termination.

  • Google may limit or terminate your access to Google Voice Starter if Google reasonably determines that you have violated the Voice Acceptable Use Policy or have used Google Voice Starter to generate or facilitate bulk, automated, fraudulent, unsolicited, or unlawful messages or calls.
